The reversal comes as other high-profile liberal jurisdictions are also getting tougher on drugs and crime. And on Super Tuesday, San Francisco voters approved ballot measures that expand police powers and impose mandatory drug-screening and treatment requirements for welfare recipients. San Francisco had more than 800 motor vehicle thefts per 100,000 residents and – though a decline from 2022 – more than 20,000 car break-ins, according to The San Francisco Standard . In 2019, the year before voters approved the decriminalization measure, Oregon saw 280 accidental opioid overdose deaths, according to state public health authorities . “If you were to ask the public at large I think there’s a perception that it hasn’t worked,” says Hansen.

The situation was so dire last year at one Walgreens store in San Francisco, employees resorted to padlocking frozen foods. The effort to undo some aspects of Prop 47 comes amid a broader check on some other liberal crime enforcement policies in America. Police data shows that larceny theft, which includes retail theft and car break-ins, is down 37% from this time last year. On Tuesday, San Francisco voters approved two ballot measures spearheaded by Breed. Last September, the state announced it would be sending $267 million to law enforcement agencies throughout the state to tackle organized retail theft.

ST. PAUL, Minn. (AP) — The Minnesota Legislature kicked off debate Thursday on whether the state should join the list of those that allow physician-assisted suicide. Ten states and the District of Columbia already allow some form of physician-assisted suicide, while proponents are planning fresh pushes to pass it this year in several other states. Patients would have to have the mental capacity to make their own health care decisions and provide informed consent, so those with dementia would not qualify. “Suicide is not health care. Current law already gives people the right to make legally binding end-of-care health care directives, the right to hospice and palliative care, and the right to refuse care, she said.

Oregon changed its isolation policy in May when the Covid-19 public health emergency lifted, and California followed suit earlier this month. The recent order from the California health department notes that the potential infectious period spans from two days before through 10 days after symptoms or a positive test. Less restrictive isolation policies could allow people to feel more comfortable with testing, which could prompt them to get treatment or feel more comfortable taking other protective measures. Dr. Dean Sidelinger, Oregon’s state health officer, said that equity was a key factor considered in the decision to change isolation policy in the state. Public health policy decisions are rarely black-and-white, experts say, and weighing tradeoffs can be more of an art than a perfect science.

In the wake of a landmark U.S. Supreme Court decision last year that significantly limits what the government can do to restrict guns, states led by Democrats have scrambled to circumvent or test the limits of the ruling. A few have approved new gun restrictions. Oregon even passed a ballot initiative to ban high-capacity ammunition magazines. But this week, supporters of the new gun measures suffered a pair of setbacks, underscoring the rippling effect of the court’s decision. On the same day, a state judge in southeastern Oregon concluded that a ballot initiative approved by voters in 2022 that would prohibit high-capacity magazines and require background checks and training to obtain gun permits violated the State Constitution.

SALEM, Ore. (AP) — The Oregon Supreme Court will decide whether Republican state senators who carried out a record-setting GOP walkout during the legislative session this year can run for reelection. The senators from the minority party are challenging a 2022 voter-approved constitutional amendment that bars state lawmakers from reelection after having 10 or more unexcused absences. Oregon voters overwhelmingly approved the ballot measure that created the amendment following Republican walkouts in the Legislature in 2019, 2020 and 2021. The senators filed the challenge in the Oregon Court of Appeals but asked that it go directly to the state Supreme Court. Several state senators with at least 10 absences during the most recent legislative session have already filed candidacy papers with election authorities.

SALEM, Ore. (AP) — The Oregon Court of Appeals on Monday asked the state's highest court to decide whether Republican state senators who carried out a record-setting GOP walkout this year can run for reelection. Oregon voters last year overwhelmingly approved the ballot measure that created the amendment following GOP walkouts in the Legislature in 2019, 2020 and 2021. They and Oregon Department of Justice attorneys on the opposite side of the case jointly last month asked the appeals court to send the matter straight to the state Supreme Court.
